How to become a Bureaucrat sysop rights?

Hi Brion and others,
I'd like to request Bureaucrat rights
on the wikipedias I am a sysop of
I need this in order to make others
sysop as needed, is this right?

ia.wikipedia.org
vo.wikipedia.org
etc.

I'm not quite sure what the different
levels of admin rights are... Where
do I find out?
