🌱 Fresh 26.03 released

*What's new?*

We added the fresh-node24 command. This uses the "node24-test-browser" Docker image that is also available to Jenkins jobs in WMF CI. Standalone libraries and tools are welcome opt-in and switch their CI jobs in Zuul config if they pass under node24. The default unversioned fresh-node command remains pinned to Node.js 20.

The fresh-node18, fresh-node20, and fresh-node22 commands were updated to reflect their latest WMF CI counterparts including: minor Node.js updates, switch Debian Linux from 11 Bullseye to 12 Bookworm, upgrade Firefox from 115 to 128, and upgrade Chromium from 120 to 140.
