Mini track call for papers and demonstrations

*Mini track on Software and Interoperability issues in e-Government

The aims of this mini track are to draw attention to several interesting
issues and different perspectives about software usage, problems and
solutions within the public sector. The approaches of =E2=80=9Clong-time =
period=E2=80=9D
in the IT sector and in the public sector have slightly different
viewpoints. Whereas, even today, paper documents hundreds of years old
can still be read and be accurate, how can one assure the digital
persistence (accessibility and authenticity) of today=E2=80=99s electroni=
c
documents over hundreds of years?

The different interactions between and within the different bodies of
administration as well as the interaction with citizens (A2A, A2B, A2C)
have increased the demand for interoperability and in turn,
interoperability issues and Open Source Software have captured the
attention of practitioners and researches.

The mini track will also attempt to take into account the process of
social changes that have happened in recent years, for example the need
for transparency and open government and how these changes influence
software usage, digital inclusion, trust and privacy. The desire for
balance between privacy for citizens and demand for security by
governments adds to the debate: will using ICT=E2=80=99s lead the Athens =
or
Orwell=E2=80=99s vision?

We would like to focus on the Free/Libre/Open Source Software, Open
Standard as a possible solution for key challenges and invite
practitioners, researchers and others to present their insights, papers,
case studies, best practices dealing with the topics of software and
interoperability issues in e-government.

Topics can include but are not limited to:

Free/Libre/Open Source Software in public sector; Growth and development
of OSS-based e-government solutions; Open standards; Interoperability
issues; Digital persistence; Public records archives (electronic
documents accessibility, authenticity); Trust and privacy; Digital
inclusion via software; e-Voting systems solutions; Mobile applications.

*Selected papers will be published in a special issue of the Electronic
Journal of e-Government *_www.ejeg.com _

*Submission details: *

Product Demonstrations: Please submit an abstract of 200-300 words
describing an e-Government product you wish to demonstrate and the
audience it serves. Demonstrations themselves are expected to be
approximately 15 minutes in length.

Paper Submissions

Abstract details: In the first instance, an abstract only is requested.
This should be a minimum of 100 and no more than 300 words and must
include up to five keywords and key phrases to be received by *19 April
2007. *Abstracts must include the proposed title for the paper, the full
names (first name and surname, not initials), postal addresses and email
addresses of all authors and a telephone number for at least one contact
author. Please indicate clearly if the contact author is not the lead
author.

Submission: By form submission online

Full paper: Only required once the abstract has been selected and not to
be more than 5,000 words including abstract, keywords and references
(the Harvard referencing rules need to be followed). Submission date
will be no later than *7 June 2007*. Papers should be submitted as .doc
or .rtf file attachments by email to the Conference Manager, _Elaine
Hayne_.

*Important information: *

   1.

      The selection panel of the conference committee will consider all
      abstracts received by the submission deadline to ensure that the
      proposed paper is relevant to the Conference.

   2.

      The authors of abstracts that describe a relevant paper will
      receive a notification of abstract selection.

   3.

      All full papers received by the submission deadline will be
      double-blind reviewed by members of the conference committee to
      ensure an adequate standard, that the proposed subject of the
      originally submitted abstract has been followed, that the paper is
      of a suitable length, that the standard of English is adequate and
      that the paper is appropriately referenced using the Harvard
      referencing rules.

   4.

      For authors whose first language is not English we request that
      you have your work proof read prior to submission by a native
      English speaker (or at least a fluent English speaker). Papers can
      be rejected due to a poor standard of English.

   5.

      Papers that are accepted will be published in the conference
      proceedings providing at least one author registers and presents
      the work at the Conference (see the registration section of the
      conference website for more information about registration).

   6.

      Due to the large number of papers expected for this conference,
      the committee only allows an author to present one paper.
      Therefore, if multiple papers are accepted for presentation,
      different co-authors need to present each paper.
