Template for building your own orocos package

Hi,

Because of common problems users have with compiling their own programs,
Takis and I have built a 'template' package with a lot of documentation 
in the build files describing what each line does. We made a general overview 
file called README.PACKAGE too.

Let's call it in beta state, but it builds an empty program and a demo test 
(using UnitTest.hpp) for gnulinux and RTAI (probably also RTLinux).

We tested it, but any feedback is welcome.

PS : since this is a pre-release, we included some files which are for 
orocos-core-0.9.1 but are not present in 0.9.0. So it works perfectly with 
core-0.9.0. The official template will need the 0.9.1 version core.
