Summary: cmdsplitter improvement

Initial Comment:
While working on new command logging driver that heavily relies on cmdsplitter I have found one nasty problem with the way cmdsplitter handles requests: my logging driver always replies with NACK for each resquest, so cmdsplitter should not pass them back to sender. New option 'rq_first_device_only' added to cmdsplitter will prevent it from doing so.
