Initial Comment:
Attached are some hacks to the saphconv utility in server/codetools/saphconv.  (This utility reads in ARIA .p files [used to be Saphira .p files] and generates code that's used by the p2os driver for Pioneer robots).  

The fixes mainly deal with parameters that are given with no value in the .p files. It also adds more parameter names to the "know to be strings" set so that it uses char* when declaring and quotes around the value when assigning the values.  

I don't really know TCL so there may be a better way to do some of this stuff.
