Minutes of ERPS General Meeting #275
15 January 2004

The President being absent due to urgent business, the Vice President 
called the meeting to order at 8:45 PM. Members present were Rick Eversole, 
Julie Porter, Adrian Tymes, Michael Wallis, and Chris Winter. Someone named 
Ed attended for the first time.

	Space Access '04 has been announced. Dates are 22-25 April. Location is 
Phoenix. Negotiation with two hotels is in progress, so final details are 
not yet available.

PUBLIC AFFAIRS
--------------

	NASA's Spirit rover is functioning on Mars, and preparing to roll off its 
platform. ESA's Mars Express is safely in orbit and circularizing that 
orbit so it can begin observations. Alas, no signal has been heard from 
Beagle 2, the British lander carried by Mars Express.

	The space policy speech President Bush made on 14 January got the goals 
right, but fell short when it came to funding. Another concern is which 
existing programs will be cut in favor of the new effort. There are scant 
indications that startup launch companies will have a direct role in these 
plans. However, that is not all bad, since it leaves them free to pursue 
their own plans.

	Receipts have gone out to everyone who made a donation with a value of 
$100 or more.

	The Schilling Conan 7P robot arm and unrelated items donated with it are 
the only substantial non-cash gift ERPS received in 2003. That donor has 
been sent receipts for everything but the robot arm. Its value must be 
obtained through appraisal by a qualified firm, and Rick is still working 
to set this up. Unofficial estimates from knowledgeable sources are that 
the arm (list price $135,000) could fetch $10,000 to $13,000 at auction.

	Adrian reported that he is working on finding us some funds.
