I agree. Floats appear to me to be ineffective slosh control. [no matter what 
nasa did. Nasa did a lot of stuff wrongly for CATS :-]
    I think that  floats knocking around in a sloshing propellant tank would 
be an un-nerving and undesirable noise, producing lack of confidence, [I'm 
talking about fear here],  and also mechanical "viberations" and stress. Allen
