Either in tank fixed baffles, or tank liners would seem to me to be the way 
to solve slosh.  For a vehicle that gets to orbit, tank liners would allow 
for engine restart, in zero G, without the pressurant gas blowing straight 
through the fuel/oxider in the tank.
