Centennial Challenges workshop report up

Basically a list of what challenges were discussed,
and (for those studied more in-depth) the basic
outlines of the proposed rules.  Now, let's see if
they can actually get any of the prizes funded and
going in a useful format (rather than, say, redesigned
so some large company can just whip it out quickly for
a net loss in the interest of preventing competition).
