Hmmm... it looks like they're trying a high-altitude "rockoon"
launch: I know JPA has been attempting that mode for a while;
have they ever had a nominal flight yet? (My impression was 
that JPA's balloon ops were generally more problematical than 
the rocket firing itself...)
