And - for the same class of reason, but with opposite
data values - why I class the Chinese with the "Lunar
Embassy" in terms of long range legal impact.  (Yes,
they do have a lot of resources potentially available.
And they do have flying hardware.  Doesn't mean they
aren't announcing vaporware too.)
