I read it, and it didn't seem that similar to me - at least, beyond what could possibly have been inspired from the Centennial Challenges program. Still, I've sent the Representative an email asking if our paper provided any inspiration for his legislation. I'm not counting on getting a response of any substance, but if I do, I'll let y'all know the gist of it.
