Couple of thoughts on your nicely presented proposal...

Allowing a single person to veto another member might enable them to miss out
on some important learning that that person brings them.  That is, if *only*
one person in the community is so irritated that they ask a probate to leave,
it is likely that that one person has something to learn from their
irritation.  Letting them alone make the decision to send their "mirror" away
might not be an optimal strategy overall.
