No.  I don't doubt that such "standards of conduct" exist.  But I am certain
that they are frequently dispenced with when it becomes convenient to do so.

The CIA and other US Government agencies do whatever is necessary to prevent
meaningful democracy from flourishing in any country where the majority of
the people are living in poverty.  You see, if a country where 70% of the
population were to have truly free & fair elections, the people would elect
leaders that wouldn't be very desirable in the eyes of the US corporations
that are accustomed to having free reign with that country's resources -
human and otherwise.

That is why the CIA topples democratically elected governments (Iran,
Guatemala, Chile) and has worked hand-in-glove with some of the most
brutally repressive dictatorships the world has ever seen (El Salvador,
Guatemala, Colombia, Indonesia, Pakistan, Saudi Arabia, etc, etc, etc.)

If you'd been following the news lately, you would have seen that some of
"our" soldiers are vicious thugs.  I will attack them in any way I see fit.

I know that what I'm writing goes strongly against beliefs that you hold
dear.  I would suggest that you start by pondering the extremely poor
distribution of the world's resources.  Ask why the US is so wealthy while
so many other countries struggle with such poverty.  If you are convinced
that US foreign policy has had nothing to do with perpetuating that poor
distribution of the world's wealth, then I may as well give up now.
