Some Guidelines can be helpful.
 
One person per 3 acres of land in the temperate zone is about right in a drier area. 
 
One person per acre may be fine in a wetter climate. - T

It depends on the minimum reliable rewnewable resource
base, how much is set-aside for emergencies, research,
etc., how much is expected to be expended per-person
in consumption such as food and fuel, how efficient
the infrastructure is, WHERE the city is, etc...
