Might you be talking about "O.U.R. Ecovillage" at Shawnigan Lake, BC? They were able to change the zoning distribution on their property from one-acre subdividable parcels to clustered housing (only 10 households i think) with wilderness and farming areas intact. The housing is also off the grid with permits--i think they're in the procss of building now.
