well let's be honest--trying to stop indigenous peole from saving seeds has 
been a corporate policy before W became on the scene, it doesn't make the crime 
any better, and W and his cohorts have no doubt committed crimes far worse. 
At one time it was a stated policy by one of the predators from a monolithic 
corporation to contaminate indigenous seed with GMO genes.    When action is 
controlled only by the ego with no connection to nature, god, authentic 
self--whatever term you want to use- then you will see actions with   profound 
disconnection to life or communion with the world body of people.
