Not very likely among people who have never known or had any experience 
of or with the sort of culture you describe - people who in fact have 
experience with (and thus are 'comfortable' with) only various forms of 
heirarchical coercive 'governance'.

The formalization of 'consensus' in recent times is perhaps partly just 
a way to clarify a general manner of group operation that few if any 
'modern' people have ever experienced as 'normal' or 'the usual' or 
'that's just how we operate'.

Absent any specific structure and process, people usually resort to 
something already familiar, regardless of how dysfunctional the 
consequences may be.
