Yowza, that's a big bill.
Hmm, I suppose people everywhere want to complain about how their area 
has the highest electric rates...including of course people here in 
Hawai'i, where it's a steady topic of bitching...so next time I hear it, 
I'll just say "lucky you no live Texas, brah!"  ;-)

Check out the greenwindmill.com site if you haven't already.
Horizontal axis DIY self-balancing scalable windmill, designed by a 
retired aerospace engineer or something like that and he patented it on 
his own dime so it couldn't get locked down by someone greedy.
He'll sell you the DIY info and formulas to make your own any size for 
$35 last I looked.

I will mess with it at some point but it's low on my current priority 
list as I don't have consistent wind my location.
