So, the default cs_static.cgi program works by using the PATH_INFO var.
Using the AddHandler directive causes Apache to just shortcut what you'd
do without it, which is you need to have a url to the cs_static.cgi
program, and then the path to to the template after that.

An obvious example url would be:

http://www.foo.com/cgi-bin/cs_static.cgi/path/template.cst

Where you'd set ScriptAlias to map /path/to/cgi-bin/ to /cgi-bin/

Depending on the specifics, you might be able to do something like:
ScriptAlias /path/to/cgi-bin/cs_static.cgi/ /t/

http://www.foo.com/t/template.cst

You can also modify cs_static.cgi to work another way, like take the
template as an argument instead of path:

http://www.foo.com/cgi-bin/cs_static.cgi?t=/path/template.cst
