Well, it depends.

Yes, you can make Clearsilver work with FastCGI, if you search the archives
of the group, you can see others that have gotten that to work.  I vaguely
recall someone posting the code to make it work, its not complicated.

Otherwise, the templating library itself can be used without the CGI kit
wrapper.  I've integrated clearsilver in multiple different environment by
writing my own CGI kit like wrapper to integrate with the system I'm using,
in both C++ and Java.  There's some example of this in the way the
python/java/ruby wrappers work as well.

Clearsilver is very much a component piece that's designed to be integrated
into your own environment, its not a "completely stack" like django/rails
is trying to be.
