There=E2=80=99s a hierarchy:

1. If you specify $gentext-language, that=E2=80=99s used. End of story. You=
 want
   all the generated text to be in Thai even though the book claims to
   be in German, you got it. Why, I don=E2=80=99t know.
2. Otherwise, if you specify a language, that=E2=80=99s used.
3. Otherwise, the $default-language is used.

If there=E2=80=99s a use case for xml:lang=3D"", I don=E2=80=99t know what =
it is.
