The only two components that stand out as possible problems are:

That Saxon release is really, really old. It=E2=80=99s so old that it may, =
in
fact, predate the use of Apache and could still be using the =C3=86lfred
parser. It=E2=80=99s so old, I=E2=80=99m not sure it=E2=80=99s *capable* of=
 doing XInclude, so
maybe the XInclude support is being provided by libxml2?

The next step, AFAICT, is to try to tease apart which component is doing
the parsing and providing XInclude. If that=E2=80=99s libxml2, maybe there=
=E2=80=99s a
bug in there. If it=E2=80=99s Saxon, it might be worth spending a little ti=
me
trying to upgrade to a more recent Saxon HE release. Calling Saxon 11
from Ant shouldn=E2=80=99t be too difficult, but you=E2=80=99re upgrading a=
cross five
major releases, so it might be trickier than it looks at first glance.
