The *LaTeX math to html/css* converter is contributed code without an active maintainer, unfortunately. The `\mod` command is was added to the *LaTeX math to MathML* converter in Nov 2022 [r9213]. I recommend using "--math-output=MathML" (or set [math-output](https://docutils.sourceforge.io/docs/user/config.html#math-output) in a configuration file. It should be a trivial thing to do.
