manpage option "use_reference_macros"

Dear Engelbert,

is the manpage writer option "use_reference_macros" intended to stay?

If yes, it would need an entry in docs/user/config.txt.

Also, I suggest adding a command line option to reset the default
in case a config file sets it to True.

Suggestion:
  rename "use_reference_macros" to "macro_references" and use the pair

  --macro-references
  --text-references
   
See, e.g., "--link-stylesheet" / "--embed-stylesheet" in latex2e/__init__.py
for an example.
