The header of [this file](https://sourceforge.net/p/docutils/code/HEAD/tree/trunk/docutils/test/test_utils/test_math/test__init__.py) says:

So it mentions both GPL and BSD license.

Do both licenses really apply, and if not, can the extra one be removed?
