Sorry for the late answer, we were busy preparing the 0.19 release.

The envisaged kind of participation (tests and sharing the results and
possible suggestions) should be possible without any prerequisites:

Please keep in mind, that Docutils is a command line program - we do not
offer a graphical user interface, nor do we plan to add one.
On the topic of usability of command line interfaces (CLI), I found
https://clig.dev/ an interesting reading.
