You misunderstand the spec. The class names *become* the "classes"
attribute of its contents or the immediately-following element.

This reST::

    .. class:: special

    This is a "special" paragraph.

becomes this doctree fragment (XML)::

    <paragraph classes="special">This is a "special" paragraph.</paragraph>
