Unfortunately not. It seems to be a pip/pipenv problem rather than a
Docutils problem, though.

As a workaround, you may try to separate download and installation. 
Using the "traditional" install tools (as described in the documentation)
should work.

There are currently no plans for a new release as we have several bugfixes
in the pipeline waiting for approvement by David G.
