I'm the maintainer of rst.el which implements the reStructuredText
support in Emacs.

No, this feature does not depend on the operating system in any way.
In general the feature is supposed to work though I'm not using it
myself.

Can you please give me some details (private mail preferred)? Please
give me the output of

  C-h v rst-version

and

  C-h v emacs-version

In addition a small example file would be useful and a description of
what you are trying to do.
