transition inside container

I want to indicate a thematic transition inside a containter.

It seems that transitions (http://docutils.sourceforge.net/docs/ref/rst/restructuredtext.html#transitions)
are not allowed inside containers.  Why is that?  (E.g., an HR element can certainly go inside a DIV element
in an HTML document.)
