--no-footnote-backlinks but still backlinks ...

I am using rst2html5 with --no-footnote-backlinks.
This is supposed to turn off backlinks from citations too.
(Hmm; shd't these be separate? Anyway ...)
It does if the citation reference occurs only once.
But if the citation reference occurs multiple times,
then there is still a list of back references.
There shouldn't be; right?
