Submitting a patch?

I have a patch containing a much-improved XML format (it still produces 
the old one, but it can also produce a new one). It seems stable enough, 
and integration shouldn't be too much of a problem. And it is built 
against 1.5.8. However, I don't know where to send it for evaluation and 
submission.
