Enhancement @ingroup for function, variables, etc

Hi, Currently, One cannot use multiple ingroup commands for function, variables, etc , this limitation is there to avoid ambiguity in auto-linking of functions to their documentation. The auto-linking currently refer to the documentation section in the group html page cannot we change this to link to documentation section in file html page so that we can use multiple ingroup command. As sometimes one really need to add the same member in multiple groups. In documentation of every member, add the groups of which it is a member.
