Patch for PROJECT_LOGO Option

Dimitri,

I am considering modifying the PROJECT_LOGO option to accept an optional
URL.  It would appear as follows:

PROJECT_LOGO = mylogo.gif : http://www.mysite.com

The HTML code would generate an anchor tag so that clicking on the image
would activate the URL.

Would you accept a patch that implements that functionality?  If not, I
will not bother doing it.
