[PATCH] Improved support for linking to template specializations

I've been looking into the linking issues reported in https://bugzilla.gnome.org/show_bug.cgi?id=619790 related to creating links to template specializations, and I think I have a patch that should address that issue (and some related issues with linking template specializations). I've attached a diff and the test case I was using to verify the changes. Please take a look and let me know if this is something that could be incorporated or if you need any additional information from me.
