It's actually fairly complete now (there are some improvements that
will be made, but it's functional). My issue at present is getting a
more recent version of Doxygen (my changes work against 1.4.7), and
working out how to build an appropriate patch/diff/etc file that I can
submit to the developers for inclusion.

The only issue that might be taken with it's inclusion, besides
deprecating the old XML format, is the fact that I included TinyXML.
It has a GPL-compatible license, like the other libraries Doxygen
uses, but it is an additional dependency. Of course, as the name
indicates, it's a very small library.
