"\c \e foo bar" = bug?

Is this a bug?

"\c \e foo bar" == "<tt><i>foo</i> bar</tt>"

Shouldn't it be:

"<tt><i>foo</i></tt> bar"?

...and any pointers where I can go tweak to fix it?
