difference between startParagraph() and newParagraph()

Hi,
   what's the difference between

  BaseOutputDocInterface::startParagraph

  and

  BaseOutputDocInterface::newParagraph ?

I'd like to understand it to fix the <p> disposal which is the main 
obstacle to correct XHTML generation...
