\includedoc and Markdown

I have a markdown doc that has, among many others, the following lines

@includedoc NOTICE.md
-----------------
NOTICE.md is being included but is being formatted as a single paragraph instead of the multiple paragraphs it actually contains and are seen when the file is viewed as a page in the documentation.
Is this a bug or am I doing something wrong?
