You just need to create a new project mailing list to go along with the
refdb-devel and refdb-users lists. The name doesn't matter --
"refdb-checkins" or "refdb-cvs" or whatever. And it should probably be
configured so that the name is pre-pended to the Subject header for all
messages (i.e., as refdb-devel and refdb-users are now).
