Help! can't create databases

I just rebuilt from latest CVS source and now can't seem to get any
refdb databases created correctly. I filed bug #865817 -

Please let me know what I'm doing wrong. I removed the old "refdb"
database, then created a new one using the latest refdb.dump.pgsql file,
then tried to run "refdba -C createdb foo", and the database seems to
get created, but I get an "insert into t_meta failed" error, and the new
db doesn't show up when I run "refdba -C listdb".
