I've fixed the code in risxhandler.c to check for "user1" and "user2".

This actually has to handle the case when there is no type attribute
and when the type attribute is set to "gen". I've changed it this way.

Please do so. I've checked in the fixed version of risxhandler.c, but
before I close the bug on SF I'd like to run a test with your data.
