Hold the phone!  The build problem was solved by moving the dbi include 
files from '/usr/include/' to '/usr/include/dbi/'.

The cvs build still fails, but it is a very pedestrian error caused by a 
missing file in the new phpweb stuff.  Here is the relevant portion of 
the build:
