Just checked. It's actually /etc/emacs/site-start.d. This directory
contains the code fragments in files whose names start with two
digits, e.g. 50refdb-mode-config.el. That is your package would have
to install refdb-mode-config.el as
/etc/emacs/site-start.d/50refdb-mode-config.el.
