I see now that as far as setting up a MySQL db at Sourceforge, it won't
help for remote access. The SF docs say:

  May I access my project's MySQL database from outside SourceForge.net? 

    MySQL databases for SourceForge.net-hosted projects are accessible
    solely from SourceForge.net hosts. It is not possible to make use of
    these database services from your local workstation, nor to access
    them from web applications running from somewhere other than the
    SF.net project web servers.
