Debian packages use debconf for preconfigure and postinstall

The refdb-server package now uses debconf to preconfigure for the 
postinstall script.  It attempts to determine which database backend is 
being used and, if necessary, asks for username and password.

All version testing using DB_VERSION has been stripped as the package 
now relies entirely on refdbd's maintenance mode to upgrade the main 
database when necessary.  It also relies on refdbd to create the main 
database after a fresh install.
