In the RISX DTD, the "type" attribute is required for <title>, however instead, it should be "full" as the default or #IMPLIED.

I've changed the DTD to use "full" as the default. Remember that RefDB
revisions prior to 659 cannot import datasets properly which include
journal/newspaper/magazine titles without a type attribute.
