ANN: refdb-0.9.7-pre4 available for download

Hi,

after a not-so-shining pre3 (which had to be pulled before it was
officially released) I'm presenting 0.9.7-pre4. I hope that the
problems reported by Per-Anders and by Jeremy are fixed
